וְשַׁבְתִּי֮ אֶת־שְׁב֣וּת עַמִּ֣י יִשְׂרָאֵל֒ וּבָנ֞וּ עָרִ֤ים נְשַׁמּוֹת֙ וְיָשָׁ֔בוּ וְנָטְע֣וּ כְרָמִ֔ים וְשָׁת֖וּ אֶת־יֵינָ֑ם וְעָשׂ֣וּ גַנּ֔וֹת וְאָכְל֖וּ אֶת־פְּרִיהֶֽם׃

The promise of future redemption brings a message of physical and spiritual restoration. The Israelites will return to their homeland, transform the wasteland, and safely enjoy the results of their hard work without the threat of exile or robbery.

The concept of this return operates on several levels. At its most basic, God will grant peace and rest to the exiles as they arrive back in their land [מצודת דוד, מצודת ציון]. Beyond a simple physical homecoming, this event represents the Israelites returning to God [צאינה וראינה], accompanied by a divine promise to restore the nation to its former spiritual and national greatness [מלבי״ם].

As the people return, they will reconstruct the cities that lay in ruins throughout the long period of exile. This rebuilding comes with an assurance of permanence. They will settle in these restored cities for good, never to be uprooted again [מצודת דוד, מצודת ציון, ביאור שטיינזלץ].

Furthermore, the restoration guarantees that the people's labor will not be in vain. Before the destruction of the land, the nation sinned, and foreign enemies ultimately consumed their harvests. In the future, however, the people will correct their ways and work their land with the certainty that they alone will enjoy the harvest, free from the fear of foreign nations stealing their crops [רד״ק, מצודת דוד]. The specific imagery of both drinking wine and eating fruit serves as a broader symbol for total agricultural success. Just as grapes can be eaten fresh or pressed into wine, this promise of security and abundance covers every type of crop and tree in the field [רד״ק].
