Exodus 36:14Sefaria

Building the Tabernacle involved carefully layering different materials to create a protected, sacred space. The goat-hair panels served as a protective tent spread over the inner structure, acting as the roof that separated the holy interior from the outside world. While the lower fabric panels formed the actual body of the Tabernacle, the goat-hair tent was placed directly above them. In total, eleven of these goat-hair panels were crafted [ביאור שטיינזלץ].

These panels differed significantly from the ones below them. The lower fabric panels were richly decorated with images of cherubs, but the goat-hair panels were left entirely plain. Because they were sandwiched between other materials, they were completely hidden from sight. From above, they were covered by an additional layer of ram skins, and from below, they were concealed by the decorated lower panels visible from inside the Tabernacle. Since no one could see them, there was no need to add artistic designs [ריב״א].

The specific order in which these parts were made was highly intentional. The goat-hair panels were prepared first so they would be ready to serve as a roof the moment the wooden boards of the Tabernacle were set up. This ensured that the sacred structure would not remain uncovered for even a single hour. Immediately after the panels were finished, the wooden boards were prepared. This rapid sequence allowed the Ark of the Covenant, which held the Torah, to be brought inside right away, ensuring it was never left waiting outside [רא״ש, דעת זקנים].
