כׇּל־קֳבֵ֗ל דִּי֩ מִן־קֳדָ֨ם מַלְכָּ֜א וְשִׁבְעַ֤ת יָעֲטֹ֙הִי֙ שְׁלִ֔יחַ לְבַקָּרָ֥ה עַל־יְה֖וּד וְלִֽירוּשְׁלֶ֑ם בְּדָ֥ת אֱלָהָ֖ךְ דִּ֥י בִידָֽךְ׃

A royal declaration grants official authority and full backing from the Persian government for a spiritual mission to the Land of Israel. The decree details both the source of this authority and the exact purpose of the journey. The mission is ordered directly by the king and his seven advisors [רס״ג]. These advisors are not minor officials; they are the highest-ranking ministers of Persia and Media, men who have direct access to the king and hold the top positions in the empire [רש״י, ביאור שטיינזלץ].

The primary goal of this journey is to investigate and oversee the spiritual state of the Jews living in Jerusalem [אבן עזרא, ביאור שטיינזלץ]. The scope of this authority is strictly defined around matters of religion and the Torah of God. Commentators offer different perspectives on what this oversight actually involves. One approach suggests the focus is to see if the people are actively engaged in God's Torah [רש״י] and to ensure they are strictly following its laws [מצודת דוד].

Another perspective sees this as a much more active role. Rather than just checking on the people, the task is to teach them, strengthen their faith, and spread the knowledge and fear of God. Because the mission is highly educational, the king grants permission for anyone who wishes to study the Torah to join the journey to Jerusalem [מלבי״ם].

While the primary approach among commentators is that God's Torah is the subject meant to be overseen, another view suggests that the Torah is the actual reason for the mission itself. In this light, the king sends his representative specifically because of the great importance of the divine laws he possesses [אבן עזרא].
