וְזֶ֣ה ׀ פַּרְשֶׁ֣גֶן הַֽנִּשְׁתְּוָ֗ן אֲשֶׁ֤ר נָתַן֙ הַמֶּ֣לֶךְ אַרְתַּחְשַׁ֔סְתְּא לְעֶזְרָ֥א הַכֹּהֵ֖ן הַסֹּפֵ֑ר סֹפֵ֞ר דִּבְרֵ֧י מִצְוֺת־יְהֹוָ֛ה וְחֻקָּ֖יו עַל־יִשְׂרָאֵֽל׃ {פ}

Following the general account of Ezra's journey from Babylon, the historical record shifts to present the exact details of the royal decree granted to him. The narrative introduces an official royal document, which the primary approach among commentators understands as an exact copy of the original decree. Delving deeper, this document was an official reproduction translated from Persian into Aramaic. The king's ministers carefully verified that the translated copy perfectly matched the original text [מלבי״ם]. Beyond its strict accuracy, the wording of the letter carried a tone of appeasement and persuasion. Royal decrees are often crafted with enticing language to ensure that those receiving the orders willingly carry out the king's desires [ר' סעדיה גאון].

Within this context, Ezra is granted the title of a scribe. This designation is not merely a description of someone who writes to earn a living, but rather an honorary title denoting a wise and educated scholar who deeply studies God's Commandments [מצודת דוד, שטיינזלץ]. On a practical and historical level, Ezra was quite literally a scribe who meticulously counted the letters of the Torah. He established protective boundaries around the tradition, accurately copied the holy texts while removing any errors, and actively worked to preserve the Oral Law [מלבי״ם].

The conclusion of the account focuses on the laws that God commanded the Israelites to observe. However, an alternative understanding suggests that the mention of the Israelites connects directly to the royal decree itself. In this view, King Artaxerxes issued his command to Ezra specifically for the benefit of the Israelites, ensuring that all their needs would be met [מלבי״ם].
