The formal covenant established clear consequences for anyone who openly broke their promises. However, public agreements only govern public actions. To address what happens behind closed doors, the people also swore a direct oath. This oath instilled a deep, internal sense of awe, ensuring that individuals would remain faithful to God even in complete secrecy, far from the eyes of society [מלבי״ם].
