בְּכֹ֥ל אֲשֶֽׁר־הִתְהַלַּ֘כְתִּי֮ בְּכׇל־בְּנֵ֣י יִשְׂרָאֵל֒ הֲדָבָ֣ר דִּבַּ֗רְתִּי אֶת־אַחַד֙ שִׁבְטֵ֣י יִשְׂרָאֵ֔ל אֲשֶׁ֣ר צִוִּ֗יתִי לִרְע֛וֹת אֶת־עַמִּ֥י אֶת־יִשְׂרָאֵ֖ל לֵאמֹ֑ר לָ֛מָּה לֹֽא־בְנִיתֶ֥ם לִ֖י בֵּ֥ית אֲרָזִֽים׃

Throughout the history of the Israelites, God traveled alongside them, His Tabernacle moving from location to location without ever requiring a permanent home. When David expresses a strong desire to finally construct a permanent Temple, God responds by clarifying that He has never faulted anyone for not building one. God poses a rhetorical question, expressing a sense of wonder [רש״י]. He essentially asks whether He had ever requested or expected such a structure to be built [ביאור שטיינזלץ].

When addressing the historical leadership of Israel, God refers specifically to the nation's leaders, judges, and kings rather than the general population. The concept used to describe them represents a staff of authority and rulership, emphasizing the responsibility of these figures to guide and shepherd the people [רד״ק, מלבי״ם].

Commentators offer two primary explanations for why God refrained from requesting a permanent house during all those years. One perspective emphasizes that constructing the Temple is not a task available to anyone who simply wishes to take it on. Rather, it is an exclusive privilege reserved for a specific individual chosen by God. Although building the Temple was a Commandment given to the Israelites upon entering the land, God did not demand it from the earlier judges because He was waiting for the precise moment and the specifically chosen leader [מצודת דוד, אלשיך].

Another perspective links this delay to the unstable historical reality of the time. During the era of the judges, the Israelites were not yet firmly established or secure in their land. Because constructing a magnificent, permanent building from cedar wood was simply not practical in those days, God never commanded it. Furthermore, due to this same ongoing lack of complete peace and rest, building the house remains impossible at the present moment as well [מלבי״ם].
