וּמִבְצַ֞ר מִשְׂגַּ֣ב חוֹמֹתֶ֗יךָ הֵשַׁ֥ח הִשְׁפִּ֛יל הִגִּ֥יעַ לָאָ֖רֶץ עַד־עָפָֽר׃ {ס}

The future redemption of Israel will bring about a profound transformation in the world. Through the sheer power of God's revelation alone, the enemies of Israel will be wiped away and their arrogance will be completely humbled [ביאור שטיינזלץ]. The exact identity of the enemy facing this downfall is a matter of discussion. The primary approach among commentators is that the prophecy is directed at Moab [רש״י, מצודת דוד, אבן עזרא]. However, others suggest it targets Edom, specifically pointing to the Edomite stronghold of Botzrah [מלבי״ם]. Another perspective views Babylon as the target, standing as a symbol for the heavily guarded cities of all opposing nations [שד״ל], while some read it as a general warning to any enemy of Israel [אברבנאל].

These enemies place their trust in massive, high walls that serve as a seemingly secure shelter [שד״ל]. Their defenses are characterized by immense strength, with layers of protection emphasizing their formidable power [רד״ק, מצודת ציון]. One perspective pictures a complex, three-tiered defense system: a base wall, topped by a towering refuge, which in turn supports a mighty fortress [אברבנאל].

The destruction of these defenses is absolute, unfolding through a rapid, uninterrupted sequence of devastating actions [אבן עזרא]. This rapid succession emphasizes the sheer intensity of the loss and the depth of the enemy's humiliation [מצודת דוד, מצודת ציון]. The collapse happens in a gradual, deliberate process, much like a proud person being forced to submit. First, the head is lowered, then the body is bent, followed by a fall flat upon the earth, until the face is pressed directly into the dirt to finalize the humiliation [שד״ל]. This crushing descent perfectly mirrors the systematic destruction of the enemy's three-tiered defense system, which is torn down layer by layer [אברבנאל].

This profound downfall, a process that actually began long ago during the era of Sennacherib [אבן עזרא], ends in total ruin. The once-mighty fortifications are pulverized into the dust of the earth, leaving behind absolutely no trace or memory of their existence [מלבי״ם]. Ultimately, it carries a divine guarantee that these massive symbols of arrogance will never rise again [רד״ק].
