Following the devastation of the war, a glimmer of hope emerges for the scattered refugees. During the conflict with the king of Babylon, many Jews had fled for safety, finding shelter in neighboring regions such as Moab, Ammon, Edom, and various other lands.
Eventually, encouraging news reaches these displaced people. They learn that the Babylonian king has not left their homeland completely empty. Instead, he has allowed a remnant of the population to remain and has even established a new Jewish leadership, appointing Gedaliah son of Ahikam to guide them [מצודת דוד].
Inspired by this development, the refugees make their way back to their homeland to join Gedaliah. Their peaceful return is possible because these specific individuals had not participated in the original rebellion against Babylon. Since they are not considered a threat, they are granted permission to return and settle securely in Mizpah without facing any opposition [מלבי״ם].
