The absolute destruction of Moab ultimately brings an end to their idol worship. The practice of going up to a high place refers specifically to the physical act of presenting an animal as a sacrifice upon an altar [רד״ק].

There are different perspectives on exactly why this worship comes to a complete halt. One approach suggests a total loss of life, where simply no one will survive to offer sacrifices on behalf of the nation [ביאור שטיינזלץ]. Another perspective focuses on the psychological toll of the destruction. The people will be so deeply consumed and distracted by their heavy mourning that no one will have the capacity to offer sacrifices or burn incense to their gods [מצודת דוד].

This total cessation of their religious rituals brings earlier warnings full circle. Previous prophecies described how the people of Moab would grow exhausted and desperately turn to their sanctuaries to pray in times of distress. Ultimately, they will be unable to perform these rituals or find relief, because God will completely remove those who bring the sacrifices [מלבי״ם].
