שַׁאֲנַ֨ן מוֹאָ֜ב מִנְּעוּרָ֗יו וְשֹׁקֵ֥ט הוּא֙ אֶל־שְׁמָרָ֔יו וְלֹֽא־הוּרַ֤ק מִכְּלִי֙ אֶל־כֶּ֔לִי וּבַגּוֹלָ֖ה לֹ֣א הָלָ֑ךְ עַל־כֵּ֗ן עָמַ֤ד טַעְמוֹ֙ בּ֔וֹ וְרֵיח֖וֹ לֹ֥א נָמָֽר׃ {ס}

The prophecy of destruction against Moab draws upon vivid imagery from the world of wine making to illustrate the nation's unique historical situation. For many generations, Moab enjoyed unbroken political and territorial stability. Untouched by historical upheavals, the nation developed a deeply fixed national character. From its very beginnings, Moab experienced profound peace. The primary approach among commentators is that this represents a general, enduring tranquility. However, [מלבי״ם] refines this by noting two distinct layers of stability: a complete absence of external threats from foreign enemies, paired with total internal calm free from domestic rebellion.

This deep security is compared to wine that has sat undisturbed for a long time, resting quietly on its sediment at the bottom of the barrel. The wine was never poured from one vessel to another. The commentators agree that this imagery directly points to Moab's historical reality. Unlike other nations that suffered displacement, Moab never went into exile. The people remained safely entrenched in their original homeland.

Because they were never uprooted, their national traits remained as potent as wine left to age in its original cask. Their distinct flavor endured, and their scent remained intact. Commentators offer two perspectives on how this scent was preserved. One approach explains that their essence did not transform or spoil from good to bad [רש״י, מצודת ציון, מלבי״ם]. Another perspective suggests that their strength and presence simply did not weaken or evaporate over time [רד״ק, ביאור שטיינזלץ].

Beyond the physical comparison, this prolonged period of dwelling securely allowed Moab to accumulate great wealth and abundance [מצודת דוד]. When a nation is forced into exile, it naturally adapts its customs, laws, and manners to survive in a new land. Because Moab never faced the trauma of displacement, its original character and behaviors remained entirely rigid and unchanged. Ultimately, it is precisely because of this unbroken stagnation and absolute complacency that God decreed exile upon them [מלבי״ם].
