אֲנִ֤י יָדַ֙עְתִּי֙ נְאֻם־יְהֹוָ֔ה עֶבְרָת֖וֹ וְלֹא־כֵ֑ן בַּדָּ֖יו לֹא־כֵ֥ן עָשֽׂוּ׃

God declares His deep familiarity with the hidden heart of the Moabite nation, exposing the massive gap between their arrogant boasting and their actual abilities. Moab is consumed by intense wrath, anger, and a destructive arrogance [מצודת ציון, ביאור שטיינזלץ]. Commentators differ on exactly where this hostility is directed. Some view it as a broad anger aimed at neighboring nations, born out of extreme and unjustified pride [רד״ק, מצודת דוד]. Others understand this deep-seated hatred to be focused specifically on the Israelites [רש״י, מלבי״ם].

Ultimately, this intense hostility is fundamentally flawed. The hatred is entirely disconnected from truth and justice [רש״י]. Furthermore, despite Moab's grand plans to destroy their enemies, their wrath will never materialize because they simply lack the actual power to carry out their threats [מצודת דוד].

The primary approach among commentators is that Moab is defined by fabrications, lies, and exaggerated thoughts of pride that they invent in their own minds [מצודת ציון, רד״ק, מלבי״ם, ביאור שטיינזלץ]. Because their entire identity is built on falsehoods, their arrogant boasts never actually come true. In reality, their practical achievements fall entirely short of their immense pride, leaving their grand claims with absolutely no substance [רד״ק, מצודת דוד, ביאור שטיינזלץ].

A unique perspective shifts the focus from Moab's lies to its military heroes. According to this view, the warriors of Moab failed to act with basic decency. They showed profound ingratitude toward the descendants of Abraham, failing to repay the kindness shown when Abraham fought to save their own ancestor, Lot [רש״י]. Echoing this moral critique, it is noted that the actions of Moab's leaders were simply corrupt and improper [רד״ק בשם תרגום יונתן].
