A unique balance exists between God's intimate bond with a specific nation and His absolute authority over the entire world. God is constant and unchanging in His existence. Even though His authority spans the globe, He maintains a uniquely close relationship with His people, acting specifically as their God while they remain His nation [מצודת דוד, רד״ק].

At the same time, this exclusive connection does not limit His vast power. His reach remains completely universal. Throughout the entire earth, His judgments and decrees rule over all creation and are actively carried out, just as they always have been [מצודת דוד, ביאור שטיינזלץ].
