A profound spirit of generosity swept through the highest levels of society, encompassing all branches of leadership from the leaders of the people to government officials. The traditional heads of the families and tribes stepped forward to give. There is general agreement that these prominent figures are the exact same leaders whose names and family lines were carefully detailed in earlier accounts.

The desire to contribute, however, extended far beyond the traditional tribal elders. The royal administration also took an active role. The managers and officials appointed over the king's personal estate—those responsible for overseeing his agricultural lands, vineyards, and other royal assets—brought their own offerings [רש י; מצודת דוד]. Highlighting these specific administrators reveals a broad, unified commitment across the nation's leadership. It shows that alongside the historic tribal heads, the working government officials and royal managers also reached into their own pockets to volunteer their personal wealth [ביאור שטיינזלץ].
