I Chronicles 29:21Sefaria

The historic gathering of the nation around King David culminated in a profound display of devotion and generosity toward God. This spiritual peak was marked by an enormous volume of sacrifices, reflecting both national and personal commitments. The actual bringing of these offerings took place the day after the great assembly. Following King David's address, the people spent the remainder of the day and into the night purchasing the vast number of animals required. Because of this extensive preparation, the service was delayed until the following morning [רש״י].

The record of this event highlights two distinct categories of sacrifices, focusing first on the public burnt offerings before concluding with the private peace offerings [רש״י, מלבי״ם]. The public burnt offerings were presented as an official gift on behalf of the king and the nation [ביאור שטיינזלץ]. These consisted of a uniform number of animals [רש״י], specifically one thousand bulls, one thousand rams, and one thousand sheep. Along with the animals, the people brought the required libations of fine flour and wine, which were poured upon the altar to complete the process.

Rounding out the immense display of devotion were the peace offerings. Unlike the thousands of burnt offerings funded by the public, these were private sacrifices brought individually by the masses [מצודת דוד]. The sheer volume of these peace offerings ensured that the entire nation actively participated, with people from all walks of life bringing their own personal gifts to God
