I Samuel 7:14Sefaria

A decisive military victory often reshapes an entire region's balance of power. Following their success against the Philistines, the Israelites entered a new era characterized by secure borders, reclaimed lands, and a strong sense of deterrence against neighboring nations.

Decades earlier, during the era of the Judges, the tribe of Judah had captured several cities that eventually fell into Philistine hands. Under Samuel's leadership, these territories finally returned to Israelite control [רד״ק]. The transition of power likely occurred without a battle, as the defeated Philistines were simply too afraid to cross into Israelite territory [מלבי״ם]. It is also possible that Israelite citizens had continued living in these towns throughout the years of foreign occupation, meaning that only the local government changed hands following the victory [ביאור שטיינזלץ].

The reclaimed area stretched between the easternmost Philistine cities of Ekron and Gath, establishing a natural geographic boundary between the two nations [ביאור שטיינזלץ]. The Israelites did not just take back the cities themselves, but also recovered the surrounding open fields and regions [ביאור שטיינזלץ]. By securing these outer limits, they effectively blocked any future Philistine attempts to invade [מצודת דוד]. Even though the Philistines had controlled this region for a very long time, God's assistance in the battle enabled the Israelites to remove the foreign presence permanently [מלבי״ם].

Securing the borders led to an unexpected period of peace with the Amorites. Previously, whenever the Philistines oppressed the Israelites, the remaining Amorite populations in the land would take advantage of the situation to harass and attack them. However, once the Amorites witnessed the crushing defeat of the Philistines and the renewed strength of the Israelites, they were deterred and actively sought peace instead. Another perspective suggests that the name Amorite is used here as a broad term representing all the surrounding foreign nations, including the Philistines themselves [ביאור שטיינזלץ].
