וַיֹּ֣אמֶר שְׁמוּאֵ֔ל קִבְצ֥וּ אֶת־כׇּל־יִשְׂרָאֵ֖ל הַמִּצְפָּ֑תָה וְאֶתְפַּלֵּ֥ל בַּעַדְכֶ֖ם אֶל־יְהֹוָֽה׃

Following a period of deep spiritual preparation and a sincere return to God, the time arrives for a public national assembly. Samuel calls the Israelites to come together at the city of Mizpah. This location is not selected at random. It holds profound historical and spiritual significance for the nation as an ancient, recognized gathering place. The Israelites traditionally assembled there for holy matters, to serve God, and to hear His word. Serving as an established spiritual center, the area contains an altar and a house of prayer. Furthermore, the memory of the location is deeply tied to a great salvation that took place there during the earlier wars led by Joshua [רד״ק].

Although a Midrashic perspective attempts to geographically connect Mizpah to the sanctuary in Shiloh, this idea is rejected. By this point in history, the Tabernacle in Shiloh has already been destroyed following the capture of the Ark of the Covenant, and the Tent of Meeting has been relocated to the city of Nob [רד״ק].

The ultimate goal of calling the nation to this specific site is for Samuel to pray to God on their behalf. This profound act of intercession is now possible, and is specifically undertaken at this holy site, because the people have already abandoned their improper ways and fully repented [מלבי״ם].
