וְהָיָ֧ה כִֽי־נִרְאָ֛ה כִּֽי־נִלְאָ֥ה מוֹאָ֖ב עַל־הַבָּמָ֑ה וּבָ֧א אֶל־מִקְדָּשׁ֛וֹ לְהִתְפַּלֵּ֖ל וְלֹ֥א יוּכָֽל׃ {ס}

The Moabite nation reaches a devastating breaking point, a moment when every attempt at physical and spiritual survival collapses. The people find themselves in a state of complete exhaustion, discovering that even their final places of refuge offer no hope.

This crisis begins with a harsh awakening. As the true reality of their situation becomes clear [מצודת דוד, שד״ל, רד״ק], the people are overcome with a profound sense of disgrace and shame [מלבי״ם]. They have pushed themselves to the absolute limit, expending all their energy only to realize that their efforts have been entirely in vain [מצודת ציון, מלבי״ם, שד״ל].

Their intense exhaustion takes place upon the high places and towers [מצודת ציון, רש״י]. Commentators offer different views on what drains the people so completely in these elevated spots. One approach suggests that the exhaustion stems from a desperate military struggle, as the people fight relentlessly against their enemies from the watchtowers [רש״י, מצודת דוד, מלבי״ם]. Another perspective views this drain as an emotional and spiritual collapse, brought on by endless crying, futile prayers, and idol worship [רד״ק, שד״ל, אבן עזרא]. It is also possible that the people are simply broken by a combination of both the grueling warfare and their empty religious devotion [ביאור שטיינזלץ].

Overcome by helplessness on the high towers, the people of Moab turn to their ultimate sanctuary. They attempt to gather at their central temple of idol worship to plead for salvation [רש״י, מצודת ציון, מצודת דוד, רד״ק, שד״ל]. Yet, this final effort ends in total failure. Some explain that the people are too weakened by their weeping to even make the journey to the temple [רד״ק]. Others note that even if they manage to arrive, their prayers remain useless because their idols possess no power to save them [מצודת דוד, מלבי״ם]. A further explanation is that the sanctuary itself has already been captured or destroyed by the advancing enemy [שד״ל].

Ultimately, the despair is absolute. Stripped of their strength and their ability to worship, the nation experiences a shattering defeat from which it will never recover [ביאור שטיינזלץ].
