וְאֵת֙ כׇּל־הָעֶ֔רֶב וְאֵ֕ת כׇּל־מַלְכֵ֖י אֶ֣רֶץ הָע֑וּץ וְאֵ֗ת כׇּל־מַלְכֵי֙ אֶ֣רֶץ פְּלִשְׁתִּ֔ים וְאֶת־אַשְׁקְל֤וֹן וְאֶת־עַזָּה֙ וְאֶת־עֶקְר֔וֹן וְאֵ֖ת שְׁאֵרִ֥ית אַשְׁדּֽוֹד׃

A sweeping geopolitical map of the ancient region unfolds as a series of nations, kingdoms, and cities are marked to experience a cup of divine wrath. Among these groups is a specific population whose exact identity is a matter of discussion. One perspective views them as the auxiliary forces and support troops that the King of Egypt relied upon for military backing [רש״י]. Another approach suggests they were a diverse, mixed multitude of people gathered from various nations, much like the crowd that accompanied the Israelites when they left Egypt [מצודת דוד, רד״ק]. A third understanding is that these were simply the Arab nations inhabiting the regions stretching out toward the desert [ביאור שטיינזלץ].

The impending judgment also extends to a northern kingdom, likely Aram or a similar neighboring nation [ביאור שטיינזלץ]. Moving toward the coast, the leadership and major urban centers of the Philistines are singled out. While specific major cities like Ashkelon, Gaza, and Ekron are named, the broad inclusion of all the Philistine kings serves to encompass the rest of their territory that is not explicitly listed.

Notably absent from this group of prominent Philistine cities is Gath. At this point in history, Gath was no longer under Philistine control, having been conquered long before by King David and remaining under Israelite rule [רד״ק]. Another Philistine city, Ashdod, is described uniquely as a mere remnant. The primary approach among commentators is that Ashdod had already suffered partial destruction before the arrival of the Babylonian king, Nebuchadnezzar. This earlier devastation was likely carried out by the King of Egypt or another invading force, leaving behind only a fraction of the city.
