An era of peace and stability has abruptly ended, making way for a dark period of destruction, death, and exile. The leaders are compared to shepherds who have suddenly lost both their flock and their standing.

The primary approach among commentators is that these shepherds and masters of the flock represent the kings, ministers, and powerful figures of society. However, their exact identity is a matter of discussion. While some view them specifically as the kings and ministers of Judah [מצודת דוד], others suggest a broader scope, identifying them as the kings of the earth and the leaders of all nations [רד״ק, ביאור שטיינזלץ].

These powerful figures are now called to mourn their impending doom in two distinct ways. First, they must cry out and howl in despair. Second, they are told to wallow in the dust or ashes, an act that expresses the deepest level of sorrow and grief [מצודת דוד, רד״ק]. This intense mourning is required because their allotted time in power has completely run out [מצודת ציון, ביאור שטיינזלץ].

The disaster that awaits them is twofold: slaughter and dispersion. Many of these leaders will be led to their deaths, with some suggesting they will even turn on and slaughter one another [רד״ק]. The rest will suffer the fate of being scattered and driven into exile [מצודת דוד, מלבי״ם]. The time for their widespread dispersion has officially arrived [רש״י, רד״ק].

The tragic fall of these leaders is captured through the powerful image of a shattered precious vessel. This paints a vivid picture of a complete loss of status from several angles. First, it highlights the harsh contrast between their past and present; during times of peace, these leaders were highly desired and valued like fine vessels, but now they are destined to fall and break [רד״ק]. Furthermore, this fall represents a total loss of worth. Just as an expensive glass object holds value only when it is whole and becomes completely useless once shattered into pieces, these leaders will lose all their importance once they are broken and scattered in exile [רש״י, מלבי״ם].
