A prophecy of comfort promises a complete transformation for a ruined land. The deep desolation, once entirely abandoned by both people and animals, will be replaced by vibrant spaces filled with peace and life. This dramatic change centers on Jerusalem, as well as all the surrounding destroyed cities of Israel, which are destined to become fertile grazing areas once again.

Across the region, permanent homes and settlements for shepherds will be established. The image of shepherds allowing their flocks to lie down and rest carries a dual message of abundance and safety. It indicates that the flocks will multiply greatly, bringing prosperity back to the region. Furthermore, the shepherds will be able to sit peacefully and let their animals rest anywhere, enjoying a total sense of security completely free from fear.
