Just as the stars in the sky cannot be counted, and the sand on the seashore cannot be measured, the descendants of David and the Levites will multiply beyond calculation [מצודת דוד, ביאור שטיינזלץ]. While counting applies to both the stars and the sand, the specific act of measuring relates uniquely to the sand of the sea [רד״ק].
