כֹּה־אָמַ֥ר יְהֹוָ֖ה עֹשָׂ֑הּ יְהֹוָ֗ה יוֹצֵ֥ר אוֹתָ֛הּ לַהֲכִינָ֖הּ יְהֹוָ֥ה שְׁמֽוֹ׃

God acts as the master architect of history, holding the exclusive power to shape reality and bring His designs to their ultimate conclusion. When considering the focus of this divine action, commentators offer two distinct perspectives. One approach suggests that God is executing a brand-new plan and prophecy that is about to unfold [רש״י, ביאור שטיינזלץ]. Another perspective focuses on the fate of Jerusalem, explaining that God is actively raising and elevating the city above all other lands [מצודת דוד, מצודת ציון, רד״ק].

The process of bringing these plans to life involves two distinct stages: forming and making. Forming represents the initial shaping or renewal of a concept [מצודות, רד״ק], while making signifies the final completion of the work. This dual description highlights a profound difference between the divine perspective and the human experience [מלבי״ם]. From God's point of view, the outcome is already finished and complete. Because His spoken word is as powerful as a physical act, the plan is considered fully made. However, in the human world, events unfold gradually through a chain of cause and effect. Therefore, God is currently forming the reality from behind the scenes, setting the stage and preparing the necessary conditions so that His design will materialize in the physical world at the proper time.

The ultimate goal of this careful preparation is to establish this new reality, or the city of Jerusalem, on a permanent foundation forever [מצודת דוד, רד״ק]. The intention behind this design is entirely positive [מלבי״ם]. The message concludes with a reminder of God's Name, reinforcing that all of existence rests securely in His hands [מצודת דוד] and that He continuously sustains all of reality at every moment [ביאור שטיינזלץ]. Furthermore, the specific use of this divine Name highlights His attribute of mercy. It ensures that His actions are driven by a desire to do good, to build, and to bring life, rather than to cause destruction or ruin [מלבי״ם].
