בְּעָרֵ֨י הָהָ֜ר בְּעָרֵ֤י הַשְּׁפֵלָה֙ וּבְעָרֵ֣י הַנֶּ֔גֶב וּבְאֶ֧רֶץ בִּנְיָמִ֛ן וּבִסְבִיבֵ֥י יְרוּשָׁלַ֖͏ִם וּבְעָרֵ֣י יְהוּדָ֑ה עֹ֣ד תַּעֲבֹ֧רְנָה הַצֹּ֛אן עַל־יְדֵ֥י מוֹנֶ֖ה אָמַ֥ר יְהֹוָֽה׃ {ס}

The promise of restoring the land is all-encompassing, reaching every region and district. From the mountains and lowlands to the valleys and the south, and throughout the territory of Benjamin, the surroundings of Jerusalem, and the cities of Judah, life will fully return [מצודת דוד, ביאור שטיינזלץ]. Throughout all these places, flocks of sheep will once again pass by the hands of a dedicated counter, a person whose specific role is to tally the animals [מצודת ציון].

On a physical level, this imagery points to immense economic and spiritual prosperity. The flocks will grow so vast that their owners will be unable to count the animals themselves, requiring a designated individual to stand and number the sheep as they pass [מצודת דוד]. This careful counting reflects a vibrant, bustling society where animals are tallied one by one in order to separate the required tithes for offerings in the Temple [ביאור שטיינזלץ].

Beyond the physical abundance, the image carries a deep symbolic and national meaning. The sheep serve as a metaphor for the people of Israel, while the shepherd who counts them represents their future king and leader [רש״י, רד״ק, מלבי״ם]. Just as a devoted shepherd carefully counts a flock to ensure not a single sheep is missing, this future leader will watch over the people with exact care [רד״ק, מלבי״ם]. The nation will enjoy secure guidance, moving freely under the direction of a leader who marches safely at their head [רש״י].

Alternatively, this metaphor of counting represents a crucial step in the process of redemption and the return from exile. Much like sheep passing one by one under a shepherd's staff, the people will undergo a careful sorting process. This evaluation is designed to filter out and remove wrongdoers from within the nation, ensuring a purified people before the complete redemption is achieved [רד״ק].
