A modest flour offering serves as a foundational duty of the priesthood, bridging the roles of the High Priest and the regular priests. While some interpret the command as applying generally to the High Priest and his successors throughout the generations [רשב״ם, שד״ל], the primary approach among commentators views it as a synthesis of two distinct obligations. The High Priest is required to bring this offering every day of his life, whereas regular priests bring it only once, on the very first day they enter the Tabernacle for service [רש״י, הירש, שטיינזלץ, מזרחי, תורה תמימה]. Furthermore, each priest must bring his own individual offering rather than contributing to a shared one [מזרחי, תורה תמימה].

The timing of this obligation carries specific requirements. Some explain that the duty begins from the day of anointing and continues indefinitely [אבן עזרא, חזקוני], while others emphasize that both the anointing and the offering itself must take place specifically during daylight hours, never at night [מלבי״ם, פרדס יוסף]. To maintain harmony and prevent jealousy or enmity among the spiritual leadership, only one High Priest is anointed at any given time [תורה תמימה, אדרת אליהו]. For the High Priest, this offering is a perpetual duty that is never suspended, overriding even the restrictions of the Sabbath and the laws of ritual impurity [מלבי״ם, אדרת אליהו, הירש].

The preparation of the High Priest's daily offering requires an exact and intentional division into two halves, offered in the morning and the evening. This division applies exclusively to the High Priest; a regular priest on his inaugural day offers the entire measure at once [ביאור יש״ר, הירש, אברבנאל]. The separation into halves must be a deliberate human action [מלבי״ם]. Consequently, the High Priest cannot simply bring a half-measure in the morning and another in the evening. He must bring a complete measure of flour, consecrate it, and divide it. If the evening portion is lost or becomes defiled, he cannot merely replace it with a new half-measure. Instead, he must bring an entirely new whole measure, divide it again, offer one half, and dispose of the remaining half [תורה תמימה, חזקוני, הירש].

Beyond its practical laws, this offering holds deep spiritual significance. Although the High Priest is the most senior spiritual figure, he brings a simple flour offering typically associated with the poor. This instills a sense of profound humility before God and ensures that destitute individuals will never feel ashamed of their own modest offerings, knowing the High Priest brings the very same thing [אברבנאל]. Additionally, unlike a standard flour offering brought by an Israelite—from which the priests eat a portion—the priest's own offering is entirely consumed on the altar. This serves as a constant reminder that his service and consumption in the Tabernacle are entirely for the sake of heaven, not for personal benefit [רקנאטי, אברבנאל]. The daily ritual also provides constant atonement for the High Priest, ensuring he remains spiritually clean before attempting to atone for the rest of the Israelites [אברבנאל, העמק דבר].

Finally, this modest offering represents a profound historical and spiritual closure. During the sin of the Golden Calf, Aaron's explanation centered around the sudden emergence of the idol, using language that could be misconstrued as acknowledging the power of false worship. To rectify that moment and atone for his words, God designated a specific, modest daily offering for him. By requiring a daily display of absolute devotion and purity of heart, God transformed the memory of Aaron's greatest spiritual failure into an enduring expression of holiness and elevation [שפתי כהן, חתם סופר].
