וָאֹמַ֗ר שִׁמְעוּ־נָא֙ רָאשֵׁ֣י יַעֲקֹ֔ב וּקְצִינֵ֖י בֵּ֣ית יִשְׂרָאֵ֑ל הֲל֣וֹא לָכֶ֔ם לָדַ֖עַת אֶת־הַמִּשְׁפָּֽט׃

True leadership demands more than simply holding power; it requires an active, unyielding pursuit of justice. The prophet directs a sharp, uncompromising rebuke at the nation's leaders, holding them fully responsible for the moral decay and social wrongs spreading among the people. Building on previous warnings about the oppression of the poor, the prophet makes it clear that the core of the blame falls squarely on the shoulders of the leadership [רד״ק]. He calls out to them, demanding their immediate attention to the crisis at hand [מצודת דוד, מצודת ציון].

This call is directed at two distinct groups within the leadership, reflecting different types of authority. One group represents the ten tribes, whose leaders gained their positions through force or popular appointment rather than personal merit. In contrast, the second group represents the Kingdom of Judah. These individuals hold high authority [מצודת ציון] and stand at the top of society due to their recognized merit and status [מלבי״ם].

At the heart of the rebuke is the absolute demand that these leaders know and uphold justice. The primary approach among commentators is that the exclusive responsibility to know the law, maintain honesty [ביאור שטיינזלץ], correct wrongs, and rescue the oppressed lies with the leaders and judges. They cannot hide behind a claim of ignorance or wait passively for the poor to bring complaints forward. Instead, they have an active duty to search and investigate throughout the entire land to guarantee that justice is being served [אברבנאל, מצודת דוד]. Alternatively, this demand can be understood as a call for the leaders to judge themselves. From this perspective, the leaders must realize that, according to the strict standards of justice, their corrupt actions have made them deserving of punishment from God [מלבי״ם].
