שֹׂ֥נְאֵי ט֖וֹב וְאֹ֣הֲבֵי (רעה) [רָ֑ע] גֹּזְלֵ֤י עוֹרָם֙ מֵֽעֲלֵיהֶ֔ם וּשְׁאֵרָ֖ם מֵעַ֥ל עַצְמוֹתָֽם׃

The leaders of the nation, entrusted with upholding justice, have completely inverted the moral order. Instead of protecting the vulnerable, they exploit them with extreme cruelty. The primary consensus among commentators is that this depicts the nation's officials and officers ruthlessly oppressing the masses and the poor [רש״י, רד״ק, מלבי״ם]. Their corruption goes beyond a simple failure to perform acts of kindness; they actively hate what is good and possess a genuine love for doing evil and inflicting harm [רד״ק]. This behavior represents the absolute opposite of justice [מלבי״ם].

To capture the severity of this financial extortion, harsh and vivid imagery is used, comparing the leaders' actions to tearing the skin and flesh off the bones of their victims [מצודת ציון, ביאור שטיינזלץ]. This graphic description is not literal, but rather a powerful metaphor for severe economic oppression. One approach explains that stealing the money and daily bread of the poor is akin to stripping their very bodies, since food is the essential nourishment that sustains skin, flesh, and bones [רד״ק].
