The final steps of preparing the Red Heifer ashes require a shift in personnel. Because the priest who burned the animal contracts impurity during the process, another individual must step forward to gather the remains [חזקוני]. This duty is not restricted to the priesthood; any qualified Israelite can perform it. However, the gatherer must possess mature mental awareness, excluding minors or those lacking cognitive capacity from participating [רוב הפרשנים]. The primary approach among commentators is that this role is open to anyone who is pure, including women, as they possess the necessary awareness and ability to maintain purity [תורה תמימה, רש״ר הירש, העמק דבר, אדרת אליהו]. Even an individual who immersed in a purifying bath earlier that same day is considered sufficiently pure to carry out this specific task [רלב״ג, בכור שור, מלבי״ם].

The gathered material consists of more than just the animal's remains; it includes the wood burned alongside it, which all merges into a unified purifying ash [רלב״ג, אדרת אליהו]. Once collected, the ashes are divided into three distinct portions, each serving a unique purpose. One part is kept on the Mount of Olives to purify High Priests preparing subsequent Red Heifers. A second portion is distributed among the priestly watches throughout the land, ensuring it remains readily accessible to purify the general public. The final third is deposited in the area just outside the Temple courtyard as a permanent memorial for future generations [רוב הפרשנים].

Storing these ashes demands absolute spatial purity. The physical environment must be entirely free from contamination. If the ashes are placed in a tent containing a human corpse, they immediately become impure and invalid, even if sealed securely within an airtight vessel [רלב״ג, צפנת פענח, רש״ר הירש, אדרת אליהו]. Beyond physical safeguarding, the preservation of the ashes requires intense mental concentration. From the moment fresh spring water is drawn until the ashes are mixed into it, any lapse in attention or engagement in unrelated work completely invalidates the entire procedure [תורה תמימה, רש״ר הירש, מלבי״ם].

The resulting mixture is intended for those who have become spiritually distant. Some commentators understand the terminology for this water as referring to the physical act of sprinkling it upon the impure [רש״י, שד״ל, משכיל לדוד]. Others suggest the terminology stems from a concept of isolation, reflecting the reality of an impure person who is distanced from society and holiness; the water serves to purify and welcome them back [אבן עזרא, ביאור יש״ר]. Ultimately, the mixture functions as a cleansing agent, purging contamination [רש״י, ביאור יש״ר, נתינה לגר]. Legally, however, the heifer is classified as a strict sin offering. This status means it is governed by the rigorous laws of sacred offerings, rendering it invalid if slaughtered at night, processed with improper intent, or found to have physical blemishes, while also prohibiting any unauthorized personal use of its remains [תורה תמימה, רש״ר הירש, מלבי״ם].

This legal classification highlights the profound paradox at the heart of the ritual. It possesses the unique ability to purify the contaminated, yet it simultaneously defiles the pure individuals involved in its preparation. This dynamic is likened to a person entering a room filled with refuse to clean it. Although they successfully remove the filth and restore the room, their own clothes inevitably become soiled and absorb the foul odors. In the same way, those who handle the ashes cleanse the spiritual impurities of the Israelites, willingly taking on impurity themselves to restore others [שפתי כהן].
