The specific focus on the gatherer introduces a unique dynamic in the laws of impurity. To maintain a respectful distance from the ashes, they transfer impurity not only through direct contact but also through carrying or even shifting them [תורה תמימה, חזקוני, מלבי״ם, אדרת אליהו]. This stringent level of impurity applies specifically to the pure ashes of the Red Heifer; if they become mixed with regular ashes and are nullified by the majority, they no longer transfer impurity through touch, but only through carrying [אדרת אליהו, מלבי״ם]. Furthermore, this impurity only affects the person actively gathering the ashes. Once collected, those who merely store, distribute, or place the ashes outside the camp remain entirely pure [רש ר הירש, חזקוני]. Unlike previous instructions regarding the priest, which emphasized his return to the camp after purification, no such requirement is mentioned for the gatherer. The priest’s primary residence is within the holy camp, necessitating a clear directive on when he may return. The gathering of the ashes, however, can be performed by an ordinary Israelite who does not reside in the camp of the Divine Presence anyway, making such an instruction unnecessary [הכתב והקבלה, אדרת אליהו].

The conclusion of the preparation process establishes a clear boundary, shifting the focus entirely to the laws of impurity and the practical application of the ashes [רש ר הירש, אדרת אליהו]. Designated as an eternal statute, this process represents a permanent foundational norm of purity where every single detail is critical; any deviation invalidates the entire procedure [רלב״ג, אדרת אליהו]. While the ashes are intended for the purification of the entire nation [העמק דבר, ביאור שטיינזלץ], there is a specific emphasis on the inclusion of the convert. Directing these laws toward the Israelites inherently excludes gentiles, making it necessary to explicitly include those who have accepted the Jewish faith, alongside the wives of converts and slaves living within the community [ביאור יש״ר, אדרת אליהו, חתם סופר]. The obligation to purify converts stems in part from the inherent sanctity of the Land of Israel, where God’s glory dwells [אבן עזרא], and it holds practical significance in the conversion process itself, which requires sprinkling from these very ashes [צפנת פענח].

The obligation of female converts reveals the profound essence of what constitutes a Divine statute. One might attempt to explain the necessity of the Red Heifer as a form of atonement for the Sin of the Golden Calf. In that event, the Israelite men sinned, and Israelite women require purity as their descendants. However, female converts neither participated in the Sin of the Golden Calf nor descend from those who did. The fact that they are nonetheless obligated in this purification process proves that this is a true eternal statute—an absolute Divine decree that transcends human logic [חתם סופר].
