זֹאת־מְנוּחָתִ֥י עֲדֵי־עַ֑ד פֹּה־אֵ֝שֵׁ֗ב כִּ֣י אִוִּתִֽיהָ׃

The search for a permanent home for the Divine Presence culminates in a direct and final declaration. Spoken entirely from God's perspective and in His own voice [אבן עזרא, מצודת דוד, ביאור שטיינזלץ], these words forge an eternal, unbreakable bond between Him and His chosen location. The declaration serves as God's direct response to an earlier plea asking Him to arise to His resting place [מלבי״ם].

The resting place in question is Jerusalem. This identification touches upon a classical debate regarding the precise definitions of a resting place and an inheritance. While Rabbi Yehuda suggests that the resting place refers to the earlier sanctuary of Shiloh and the inheritance refers to Jerusalem, Rabbi Shimon argues that the concept of the resting place points specifically to Jerusalem itself [תורה תמימה].

The defining characteristic of this chosen location is its absolute permanence. Historically, the Divine Presence rested only temporarily in locations such as Gilgal, Shiloh, Nov, and Gibeon. Jerusalem, by contrast, represents an uninterrupted and eternal choice [אלשיך, מאירי]. God is not acting as a weary traveler who pauses for a temporary rest and might move on if a better location appears; rather, His selection is an absolute and permanent decision [מלבי״ם].

The promise to dwell in this location carries prophetic weight, looking forward to the future and the Messianic era. The concept of dwelling serves as a metaphor for God establishing His glory in this specific spot [מאירי]. Even during times of destruction, the Divine Presence never departed from the Western Wall, but in the future, the site will be perfectly prepared for His permanent residence [אלשיך]. God selected this location simply because He deeply yearned for it [ביאור שטיינזלץ, מצודת דוד]. He did not make this choice out of necessity, but from a profound, internal desire connected to the very essence of the place [מלבי״ם]. Ultimately, this fulfills an ancient plan set in motion at the dawn of creation: God's wish to have a dwelling in the lower world, a desire that finds its complete realization in Jerusalem [אלשיך].
