Deuteronomy 18:18Sefaria

As Moses nears the end of his life, God assures the Israelites that their spiritual leadership will continue. A future prophet will arise to serve as a messenger for God's word, granted prophetic power exactly when needed, though not serving as a constant channel of communication or as a regular part of the government system [ביאור שטיינזלץ]. This promise was spoken privately to Moses. Its timing, just before his passing, was intended to ensure that the people would place their trust in Joshua and the prophets who would follow, ultimately keeping them from straying from the right path [ביאור יש״ר].

Although the future prophet is compared directly to Moses, there are essential differences between them. God promises to place His words directly into the prophet's mouth, meaning the exact prophecy will be transferred without any alteration [העמק דבר]. However, God's communication with these future prophets will not be face-to-face as it was with Moses [אדרת אליהו]. Furthermore, while these prophets will deliver important messages of rebuke, comfort, and future promises, they will never establish new laws or statutes. They do not possess the unique capacity to receive the light of the Torah through prophecy in the way Moses did [ביאור יש״ר].

When delivering the divine message, the prophet is required to speak to the Israelites directly, without relying on an interpreter [צפנת פענח, אדרת אליהו]. The content they share includes not only the core vision but also its full explanation. Through divine inspiration, the prophet understands hidden concepts that the general public cannot grasp, and it is their duty to interpret these details clearly [העמק דבר]. This guidance is comprehensive, covering all areas of life, whether dealing with religious duties or everyday matters [רלב״ג]. Finally, the message must be conveyed with absolute precision, presented in the exact order it was received, from beginning to end [אדרת אליהו].
