וַתִּזְנִי֙ אֶל־בְּנֵ֣י אַשּׁ֔וּר מִבִּלְתִּ֖י שׇׂבְעָתֵ֑ךְ וַתִּזְנִ֕ים וְגַ֖ם לֹ֥א שָׂבָֽעַתְּ׃

A nation's relentless pursuit of foreign alliances and alien cultures often resembles an unquenchable thirst. Jerusalem initiated political, cultural, and religious ties with the Assyrian empire [ביאור שטיינזלץ]. Historically, this refers to the actions of King Ahaz, who sought military assistance from Assyria during his war against the neighboring kingdoms of Israel and Aram [מלבי״ם, ביאור שטיינזלץ]. This betrayal began with a deliberate phase of courting and soliciting the foreign power [מלבי״ם], driven by a clear intention to engage in unfaithful behavior [רד״ק].

The motivation behind this outreach was a deep-seated lack of satisfaction. Jerusalem stubbornly refused to learn moral lessons from her past failures. Finding no fulfillment in her previous alliances or in the corrupt practices of nearby Egypt, she expanded her desires, reaching out to the distant empire of Assyria [רש״י, מצודת דוד, רד״ק]. On a deeper spiritual level, this constant hunger was merely a symptom of profound emptiness, stemming directly from an ignorance of the Torah [רד״ק].

Following the initial phase of solicitation, Jerusalem moved to fully realize these corrupt ties in practice [מלבי״ם, רש״י]. Yet, the ultimate result was continued emptiness. The Assyrian alliance failed to deliver the security Jerusalem desperately sought; rather than strengthening King Ahaz, the Assyrian king only caused him further distress [מלבי״ם]. Consequently, Jerusalem remained deeply unfulfilled and immediately began searching for yet another foreign power to rely upon [ביאור שטיינזלץ]. This ongoing inability to find peace highlights a tragic reality: the people stubbornly refused to learn from their mistakes and remained entirely ignorant of the path of repentance [רד״ק].
