This target is Mount Seir, representing the land of Edom situated to the south of the land of Israel. Because the region consists of a prominent mountain range, the name serves as a broad title for the entire mountainous territory [מצודת דוד, ביאור שטיינזלץ]. The prophecy deliberately uses this specific location to highlight the historical roots of the Edomites, who originally emerged from Mount Seir before spreading out to inhabit other regions [מצודת דוד].
