A divine spark can transform a hesitant nation into a determined workforce. Facing the monumental task of rebuilding the Temple, both the leaders and the common people require more than just instructions; they need a profound inner shift to overcome external threats.

God stirs the spirit of the people, directly awakening their will to act [מצודת ציון]. This divine intervention fills them with newfound courage and reverence [מלבי"ם]. Such encouragement is absolutely necessary, as enemies of the nation are actively trying to halt the project. Special strength is required to fortify the hearts of the builders against these adversaries [רד"ק].

Moved by this divine inspiration, the leadership and the entire nation step forward. Zerubbabel leads the effort in his capacity as governor, a role of authority parallel to the Persian title of minister or ruler [אבן עזרא]. Together, the leaders and the people volunteer for the sacred mission with complete devotion and a willing soul [אברבנאל, מצודת דוד].

Although they immediately set to work, the primary approach among commentators is that actual construction on the Temple does not begin right away. Instead, they engage in essential preparatory tasks, such as cutting stones and sawing wood for the future structure [רש"י, מלבי"ם, אברבנאל]. These initial efforts take place outdoors during the late summer, a time when favorable weather conditions allow the physical labor to be done with relative ease [ביאור שטיינזלץ]. This phase of gathering and preparing materials occupies the people while they wait for official permission from the king, after which the true building process can finally commence [אברבנאל].
