II Chronicles 26:1Sefaria

The transition of royal power in Judah was not always a simple succession following a king's death. The rise of a new, young leader sometimes involved complex timelines and the direct action of the nation's citizens. While the historical record of this event is largely drawn from the Book of Kings, there is a distinct emphasis on the active role the entire nation of Judah took in crowning their new monarch.

The citizens needed to step in because the young king, Uzziah, was actually placed on the throne while his father, Amaziah, was still alive. His reign began as a shared rule alongside his father. Only after his father passed away did Uzziah assume full, independent control of the kingdom. It was during this second, exclusive phase of his leadership that he began executing his own royal initiatives, such as the construction of the city of Eilat [מלבי״ם]. Regarding the identity of this young leader, he is recognized by multiple names throughout the biblical text, appearing not only as Uzziah but also as Uzzia and Azariah [ביאור שטיינזלץ].
