וַיֹּאמְרוּ֩ שָׂרֵ֨י בְנֵי־עַמּ֜וֹן אֶל־חָנ֣וּן אֲדֹנֵיהֶ֗ם הַֽמְכַבֵּ֨ד דָּוִ֤ד אֶת־אָבִ֙יךָ֙ בְּעֵינֶ֔יךָ כִּֽי־שָׁלַ֥ח לְךָ֖ מְנַחֲמִ֑ים הֲ֠ל֠וֹא בַּעֲב֞וּר חֲקֹ֤ר אֶת־הָעִיר֙ וּלְרַגְּלָ֣הּ וּלְהׇפְכָ֔הּ שָׁלַ֥ח דָּוִ֛ד אֶת־עֲבָדָ֖יו אֵלֶֽיךָ׃

A diplomatic mission meant to offer comfort suddenly spirals into a severe security crisis. During a sensitive transition of power, the advisors of the new Ammonite king, Hanun, convince him that a peaceful delegation from David is actually a hostile espionage operation. The royal advisors plant seeds of doubt in the new king's mind, challenging him to consider whether these messengers were truly sent out of respect for his late father [מצודת דוד, ביאור שטיינזלץ]. To back up their suspicion, they point out a glaring political inconsistency. David never honored the former Ammonite king during his lifetime, nor did he attempt to forge a political alliance then. They argue that it makes little sense for David to suddenly show such deep respect and send comforters only after the king's death [מלבי״ם, אברבנאל].

Beyond politics, the advisors base their suspicions on Jewish law itself. They remind Hanun that the Israelites are strictly forbidden by their own Torah from seeking the peace and welfare of the Ammonites. Given this explicit command, they argue, it is impossible for David's gesture of goodwill to be genuine [רש״י, אברבנאל]. This perspective reveals a sharp critique of David. By attempting to act beyond the letter of the law and show kindness where God had explicitly forbidden it, David tried to be overly righteous. Ignoring a direct command from God ultimately resulted in the deep humiliation of his messengers and sparked a devastating war with four nations [אברבנאל].

Convinced that the delegation is anything but a peaceful mission, the advisors conclude that the men are spies exploiting a vulnerable period of national mourning. Their true objective is to gather precise intelligence specifically on the capital city, rather than the broader country [מנחת שי], and to scout it out completely [מצודת ציון]. The advisors warn that the spies intend to inspect the city thoroughly, much like a person turning an object over and over to examine it from every possible angle. Their goal is to map out the capital's vulnerabilities and prepare the ground for a future invasion and its ultimate destruction [רד״ק, מצודת ציון, מלבי״ם].

In the eyes of the Ammonites, the delegation operates with a dangerous dual nature, projecting a false outward appearance of peace and comfort to mask a malicious, hidden agenda. This deep-seated suspicion ultimately drives Hanun to subject the messengers to a deeply degrading punishment. By exposing their physical bodies, he intends to symbolically expose the dark, hidden thoughts he believes they are concealing [אברבנאל].
