שִׁלְחוּ־כַ֥ר מֹשֵֽׁל־אֶ֖רֶץ מִסֶּ֣לַע מִדְבָּ֑רָה אֶל־הַ֖ר בַּת־צִיּֽוֹן׃

Following the devastating prophecy of Moab's downfall, a desperate path to survival emerges. The proud Moabite nation is urged to swallow its pride and seek refuge with the Kingdom of Judah. To secure protection in their dire state, they must offer a profound gesture of submission to the leadership in Jerusalem.

The primary approach among commentators is that Moab is instructed to send prime, fattened sheep [מצודת ציון]. Historically, Moab was a land rich in livestock, and its king once paid a massive annual tribute of sheep to the neighboring Kingdom of Israel. After rebelling and halting this payment, the Moabites are now advised in their lowest moment to renew the tribute. By sending these flocks to the righteous king in Jerusalem, they can demonstrate true surrender and be spared from disaster [רש״י, רד״ק, מצודת דוד, אברבנאל, שד״ל, ביאור שטיינזלץ]. Alternatively, the required gesture is not a flock of sheep, but rather a swift messenger dispatched in a chariot [מלבי״ם]. Another perspective suggests sending urgent letters pleading for help via a remarkably fast species of royal camel [אבן עזרא].

The identity of the ruler associated with this mission is viewed in several ways. Some understand that the tribute is destined for Hezekiah, the king of Judah, who rightfully commands such respect [שד״ל, אברבנאל, ביאור שטיינזלץ]. Others believe the directive is aimed at the king of Moab himself, demanding that he either dispatch the tribute or personally travel as a messenger [רש״י, מצודת דוד, מלבי״ם]. A unique approach links the concept of a ruler directly to the swift royal camel, whose massive strides allow it to seemingly conquer and rule the land it travels [אבן עזרא].

The journey to Mount Zion begins from a rocky, desert origin. Most commentators identify this starting point as Moab's primary royal capital [רד״ק, מצודת דוד, מלבי״ם]. Conversely, others argue against a specific city, suggesting the instruction is entirely literal. Under this view, the Moabites must gather their sheep from the rocky mountain pastures where they graze, and lead them across the harsh desert surrounding the Dead Sea, all the way to the mountains of Judah [שד״ל].
