A completely new stage in the relationship between God and His people is promised for the future. Instead of a fragile connection, a stable and unbreakable spiritual reality will be established. The core of this promise is the creation of a new covenant. God will renew His bond with the Israelites, introducing a fresh dynamic to the relationship that has never existed before [מצודת דוד, ביאור שטיינזלץ].

This raises a question about the exact nature of this new development. It does not mean that the commandments will change or that an alternative to the Torah given at Mount Sinai will be introduced. The innovation lies not in the content of the laws, but in their eternal endurance [רד״ק]. The first covenant was ultimately broken by the Israelites. In contrast, this future agreement will last forever and will never be violated. The Torah itself will remain exactly the same, but it will be so deeply internalized within the hearts of the people that it will never be forgotten.
