Some view this as a necessary clarification of exactly who was included [ביאור יש״ר, אבן עזרא], while others see it as a deliberate emphasis on the core criteria of the census [הכתב והקבלה]. The requirement that the men be fit for military service speaks directly to their quality. Every individual counted was genuinely capable of fighting; no weak or unfit people were included simply to inflate the numbers [העמק דבר, מלבי״ם]. Additionally, this requirement establishes an upper age limit, as those over sixty no longer served in the military and were therefore excluded [ספורנו].

The separation of the summary from the final total serves a protective purpose. By delaying the exact number, the text shields the Israelites from the evil eye, which traditionally targets things that are precisely measured and counted. Furthermore, the phrasing used to describe their presence is deeply significant. It mirrors the language of Creation, expressing a state of enduring reality and eternal standing.
