This enduring kindness is directed specifically toward those who fear God. Commentators draw a clear distinction between those who fear God and those who love Him. Individuals who act out of love exist on a supreme spiritual plane, carrying His commandments constantly in their hearts. In contrast, those who fear God maintain the covenant primarily out of reverence. Because the level of fear is spiritually lower than the level of love, the eternal good God grants them is not merely a strict, calculated reward for their actions.
