מִ֭שָּׁמַיִם הִבִּ֣יט יְהֹוָ֑ה רָ֝אָ֗ה אֶֽת־כׇּל־בְּנֵ֥י הָאָדָֽם׃

The vast physical distance between heaven and earth can easily create an illusion that God is disconnected from His world. However, the biblical reality rejects this idea, revealing a close, unbroken connection between God's dwelling place and human actions below. This bond is rooted in His deep wisdom and His intimate knowledge of the hidden human heart [אבן עזרא]. The primary approach among commentators is that this truth establishes the core belief in divine providence. Even though God's glory resides in heaven, He actively watches and sees everything happening on earth [מצודת דוד, המאירי]. This reality completely uproots the false assumptions of those who think God hides in the clouds and ignores the lower world [רד״ק]. It also rejects the belief that the guidance of the world was blindly handed over to the stars and astrology, confirming instead that God Himself supervises creation [אלשיך].

Commentators explore why this divine oversight is specifically directed from heaven. One explanation is that the heavens completely surround the earth from all sides, providing a total, comprehensive vantage point where not a single person is missed [אבן עזרא]. Another perspective views heaven as a symbol for the laws of nature. God guides the world through the natural order He set up from the very beginning. With His absolute, timeless knowledge, He foresees all human actions until the end of history [מלבי״ם]. Through His wisdom, God perfectly arranged the laws of nature and the celestial systems in advance so that they deliver exact, fitting justice to every individual based on their specific actions [אלשיך].

The way God observes the world is described through layered actions. While some view these varying descriptions as a way to emphasize the sheer power of His providence [המאירי], others notice a precise process: God first directs His focus and attention, which then leads to the actual act of seeing [מלבי״ם]. Furthermore, the scope of this divine supervision is absolute. It is not limited to the people living on earth at any one specific time. Instead, it covers the entire human race across all of history—past, present, and future [מלבי״ם].
