וּכְכַלּ֣וֹת אֵ֗לֶּה נִגְּשׁ֨וּ אֵלַ֤י הַשָּׂרִים֙ לֵאמֹ֔ר לֹֽא־נִבְדְּל֞וּ הָעָ֤ם יִשְׂרָאֵל֙ וְהַכֹּהֲנִ֣ים וְהַלְוִיִּ֔ם מֵעַמֵּ֖י הָאֲרָצ֑וֹת כְּ֠תֹעֲבֹֽתֵיהֶ֠ם לַכְּנַעֲנִ֨י הַחִתִּ֜י הַפְּרִזִּ֣י הַיְבוּסִ֗י הָֽעַמֹּנִי֙ הַמֹּ֣אָבִ֔י הַמִּצְרִ֖י וְהָאֱמֹרִֽי׃

Following a period of settling and establishing order upon returning to Jerusalem, a severe spiritual crisis suddenly comes to light. The local leadership approaches Ezra with a harsh report detailing widespread assimilation among the people, a crisis that has even infected the most sacred classes of society.

The timing of this revelation follows the conclusion of Ezra's initial activities in the land. There are different views regarding which specific tasks had just wrapped up. Some explain that the leadership approached Ezra immediately after he finished delivering the king's laws and edicts to the regional ministers [רש"י ומצודת דוד]. Others suggest it was after the conclusion of the ceremonies where the returnees' gifts were brought to the Temple treasury and the sacrifices were offered [ביאור שטיינזלץ]. Chronologically, this event did not happen right after Ezra's arrival, but rather about four months later [מלבי"ם].

At that point, the officers of Israel approach Ezra to deliver their troubling message [רש"י]. Their complaint centers on the fact that the Israelites have failed to maintain a distinct identity. This specifically involves the Jews from the first wave of returnees who had already been living and establishing themselves in the land for many years [ביאור שטיינזלץ].

The officers report that the general public, along with the priests and the Levites, have not separated themselves from the gentiles living in the surrounding areas [ביאור שטיינזלץ]. This lack of separation is absolute, leaving no visible difference between the Israelites and the local nations [מלבי"ם]. Instead of preserving their unique heritage, the people are actively copying the terrible practices of the Canaanites and the other local groups [מצודת דוד, מלבי"ם וביאור שטיינזלץ].
