וַאֲנִ֥י כָעָ֖שׁ לְאֶפְרָ֑יִם וְכָרָקָ֖ב לְבֵ֥ית יְהוּדָֽה׃

God declares that He Himself is the cause of the ruin facing the kingdoms of Ephraim and Judah [אבן עזרא, מצודת דוד]. This destruction will not arrive as a sudden disaster, but rather as a slow, gradual process of erosion. While the primary guilt lies with Ephraim, the kingdom of Judah faces the same fate because they copied their neighbor's actions [ביאור שטיינזלץ].

The nature of this destruction is compared to two distinct forces that slowly eat away at their surroundings. The first is a moth, a creature that attaches to clothing and consumes it. The second is rot, which can manifest as a worm slowly grinding away at wood, the gnawing of a bone, or a deep deterioration spreading through a garment [רש"י, מצודת ציון, רד"ק, ביאור שטיינזלץ]. Together, these forces illustrate exactly how God will systematically wear down and destroy both kingdoms [רד"ק].

A profound difference exists between these two types of decay, revealing how God interacts with each kingdom [מלבי"ם]. A moth arrives from the outside to damage a garment. In contrast, rot develops and spreads from within the object itself. This mirrors the spiritual reality of the two nations and the nature of their punishment. God acts against Ephraim from the outside, because His Divine Presence does not rest among them, but rather in Zion. However, for Judah, which is the home of His Divine Presence, God operates directly from within the people, much like a deep rot that consumes its host from the inside out [מלבי"ם].
