A peaceful spiritual gathering suddenly transforms into a tense military standoff due to a misunderstanding between nations. The Israelites assemble in Mitzpah purely for a religious assembly. However, the Philistines misinterpret this large-scale mobilization as the preparation for a rebellion and a direct military threat [מלבי״ם, ביאור שטיינזלץ]. Reacting to this perceived danger, the Philistine leaders march out with the clear intention of waging war against Israel [מצודת דוד, רלב״ג].
There is an additional motive behind this swift attack. The Philistines are well aware of Israelite history and recognize Mitzpah as a site historically associated with divine intervention and military triumphs, such as those during the times of Joshua and Jephthah. Angered by the choice of this specific location, they rush to strike [אברבנאל].
Behind the scenes, this entire escalation is a deliberate plan orchestrated by God. He intends to provoke the Philistines in order to deliver them into the hands of the Israelites.
