רְדִ֣י ׀ וּשְׁבִ֣י עַל־עָפָ֗ר בְּתוּלַת֙ בַּת־בָּבֶ֔ל שְׁבִי־לָאָ֥רֶץ אֵין־כִּסֵּ֖א בַּת־כַּשְׂדִּ֑ים כִּ֣י לֹ֤א תוֹסִ֙יפִי֙ יִקְרְאוּ־לָ֔ךְ רַכָּ֖ה וַעֲנֻגָּֽה׃

The mighty Babylonian empire is destined for a sudden and devastating fall, transformed from a pampered royal lady into a humiliated slave. God contrasts the fate of Babylon with that of the Israelites. While the Israelites will eventually shake off the dust of their exile and find salvation, Babylon is commanded to step down from its heights of power and descend into the dirt. This sharp plunge from global dominance to the lowest depths of disgrace is absolute [רד״ק, אברבנאל]. Sitting on the ground reflects a state of total ruin and deep mourning over the loss of empire [מלבי״ם, שד״ל], as the once-great nation is reduced to the status of a despised servant [ביאור שטיינזלץ].

The nation is characterized as a virgin, representing an empire that has never been conquered or dominated by foreign forces, much like a woman who has never been given to a husband [מצודת דוד, רד״ק, אברבנאל]. This imagery also suggests that, until this moment, the nation's blood has not been spilled [אבן עזרא]. While the capital city of Babylon itself has remained historically untouched by foreign armies, the broader Chaldean identity represents the kingdom as a whole [מלבי״ם].

Babylon's judgment is final, marked by the complete and eternal loss of its sovereignty [רש״י, אבן עזרא]. The city that once served as the supreme center for all the region's kings is doomed to remain without a throne forever [אברבנאל]. This drastic reversal of fortune strips away the empire's identity as a tender and delicate ruler. Accustomed to a life of endless wealth, pampering, and pleasure, Babylon will lose its privileged status entirely [מצודת דוד, ביאור שטיינזלץ]. Its previous tenderness reflects the physical softness of the wealthy who have never known manual labor, while its delicate nature points to a life filled with luxuries [מלבי״ם, רד״ק, שד״ל]. Moving forward, this life of indulgence will be replaced by a harsh reality. Instead of enjoying royal comforts, the fallen empire will be forced into grueling physical labor merely to survive and earn its daily bread [מלבי״ם].
