כִּ֣י הַ֤ר יִֽהְיֶה־לָּךְ֙ כִּֽי־יַ֣עַר ה֔וּא וּבֵ֣רֵאת֔וֹ וְהָיָ֥ה לְךָ֖ תֹּצְאֹתָ֑יו כִּֽי־תוֹרִ֣ישׁ אֶת־הַֽכְּנַעֲנִ֗י כִּ֣י רֶ֤כֶב בַּרְזֶל֙ ל֔וֹ כִּ֥י חָזָ֖ק הֽוּא׃ {פ}

A large and powerful tribe seeking more land is challenged to carve out its own territory rather than being handed a ready-made inheritance. The strategy given to them involves a calculated mix of hard labor and tactical warfare, beginning in the rugged highlands and ending in the fertile valleys below.

They are first directed to take control of a forested mountain. This initial step is highly strategic. Since the wooded area is sparsely populated, the early stages of their takeover will be relatively easy and free of heavy conflict [מצודת דוד]. Additionally, a tradition suggests that moving into the dense forest provides a protective benefit, allowing the massive population to hide among the trees and remain shielded from the evil eye [רש״י].

Once there, their task is to clear the timber and build new settlements. This monumental effort of deforestation is uniquely suited to them, as only a group with such a large population has the manpower required to clear a forest on such a grand scale [רש״י, רלב״ג, מלבי״ם].

After firmly establishing themselves in the highlands, they must push their borders outward into the surrounding valleys. Joshua grants them permission to expand into the lower territories assigned to the neighboring tribes of Asher and Issachar [מלבי״ם]. This expansion requires going to war against a terrifying Canaanite enemy equipped with iron chariots. Despite the enemy's overwhelming strength, the tribe will secure victory by using their topographical advantage. Launching their attacks from the high ground of the mountain gives them a clear upper hand against the Canaanite forces stationed in the valleys below [מצודת דוד].

This daunting military campaign is assigned to them specifically because the other tribes do not have the strength to face an army armed with iron chariots [רש״י, רלב״ג]. The neighboring tribes will gladly surrender these valley territories, knowing they are entirely incapable of driving out the Canaanites themselves [מלבי״ם]. Because this tribe is so numerous and powerful, they possess the exact capabilities needed to defeat the enemy and expand their borders independently. For this reason, they are not simply gifted more land, but are instead challenged to claim it through their own strength and effort [ביאור שטיינזלץ].
