צָֽפוּ־מַ֥יִם עַל־רֹאשִׁ֖י אָמַ֥רְתִּי נִגְזָֽרְתִּי׃ {ס}

The overwhelming feeling of suffocation and absolute despair becomes intensely real when a person feels they are drowning and their end is near. This imagery of rushing water washing over someone illustrates the deep agony of crisis and the soul's reaction to it [אבן עזרא]. Continuing the experience of being thrown into a pit, the reality is that the pit is not empty. It naturally holds water [ביאור שטיינזלץ, תורה תמימה]. When water reaches only up to a person's waist, a flicker of hope still remains. However, the moment the water rises over the head, it brings a crushing sense of total loss [רש״י]. In this state, the natural thought is that the end has arrived and all hope is gone [ביאור שטיינזלץ, צאינה וראינה]. Some understand this feeling of being cut off as a deep wish to die from the agony of exile. It is as if the sufferer wishes life had ended long ago just to avoid enduring such terrible pain [לחם דמעה].

Beyond the physical picture of drowning, a significant portion of commentators view this flooding as a metaphor. If it were a literal drowning, the subsequent call to God would naturally come from the water itself rather than from the pit [תורה תמימה]. Instead, these rushing waters symbolize the nations of the world rising up against Israel like a violent, stormy sea [רש״י, תורה תמימה, צאינה וראינה]. The flood also represents the bitter, constant troubles of exile that entirely cover a person from head to toe, leaving no part untouched [פלגי מים, לחם דמעה].

Yet, even when it seems the water has risen above the head and all is completely lost, there is a refusal to surrender to despair. Precisely from that dark thought of being cut off and finished, the sufferer gathers hope. In the face of total ruin, the choice is made to lean entirely on God and call out to Him for help [רש״י, צאינה וראינה].
