The work of strengthening and rebuilding the city walls steadily continues. The builders taking up the labor in this section are a close-knit group, specifically identified as the Levites [רש״י]. A more precise understanding is that these workers were the close companions of the Levites who had already been engaged in the construction efforts nearby [מצודת דוד].

Guiding the labor in this area is Bavai, the son of Henadad. He brought a level of local authority to the project, serving as the official responsible for governing the second half of the Keilah district [ביאור שטיינזלץ].
