וְעַל־יָדָ֖ם הֶחֱזִ֣יקוּ הַתְּקוֹעִ֑ים וְאַדִּֽירֵיהֶם֙ לֹא־הֵבִ֣יאוּ צַוָּרָ֔ם בַּעֲבֹדַ֖ת אֲדֹנֵיהֶֽם׃ {ס}

The massive effort to rebuild the walls of Jerusalem required the dedication of the entire nation. While the common people showed immense commitment, the project also exposed a sense of evasion and a lack of discipline among the upper classes. The residents of the city of Tekoa eagerly joined the construction, but the wealthy, powerful, and respected leaders of their community refused to take part [רש״י, רס״ג, מצודת ציון, שטיינזלץ]. Drawing on agricultural imagery, the narrative notes that these nobles refused to place their necks under the heavy yoke of the building labor [מצודת דוד, מנחת שי].

The exact authority these elites rejected is a matter of discussion. The primary approach among commentators is that they were rebelling against God. Because rebuilding the city wall was considered a holy duty and a Commandment, their refusal to work was essentially a refusal to accept the yoke of God's service [רש״י, רס״ג, מצודת דוד].

Alternatively, their defiance may have been directed at human authority. In this view, the wealthy elites refused to take orders from the local official appointed over their family [אבן עזרא]. Because these men were powerful and accustomed to independence, their leaders simply could not force them into manual labor [רלב״ג, מלבי״ם]. This defiance, however, did not necessarily mean they abandoned the project entirely. Their refusal to submit to the appointed official's commands may have simply led them to break away and build a different section of the wall on their own terms [מלבי״ם].
