Following the stark contrast between human lowliness and God's eternal kindness, the absolute greatness of the Creator comes into focus. God rules over all of reality without any change or pause [אבן עזרא, המאירי]. The image of God establishing His throne in heaven serves as a metaphor for a supreme king sitting high above all creation [רד״ק]. Ruling from such an elevated position illustrates His absolute power and advantage over everything below [מצודת דוד].

However, this heavenly throne does not imply that God is detached from the earthly realm. The primary approach among commentators is that His kingdom encompasses every part of reality, bridging the upper and lower realms. This total rule includes all systems of creation: the angels, the celestial bodies, and our physical world. Even when God's presence appears hidden on earth, He never hands over control to angels or astrological forces. Instead, He personally continues to watch over the world [אלשיך].

On a deeper level, the heavenly throne represents the fixed laws of nature and the standard cosmic order. Yet, because His rule extends over everything, it shows that God also exercises individual providence. He controls these natural systems and actively intervenes to reward people based on their actions [מלבי״ם]. This governance is not a completed event from the past. Rather, God's rule is constant and continuous, actively sustained in the present moment and forever [רש״י].
