God calls upon the people of the East, identified as the Persians and Medes [מצודת דוד], to wage war against Ammon [רש״י, רד״ק]. The invading army's path will cut directly through Moab, breaking open its borders and cities to allow the conquerors to enter and settle in Ammon [רש״י, מלבי״ם, ביאור שטיינזלץ]. Ammon's punishment is linked to Moab due to their shared geography and status as sister nations.
